Helping our highest emitting industries shift to net zero
Fifty-five industrial facilities in the manufacturing and mining sectors contribute approximately to 30% of emissions in NSW. These high emitting industries have a critical role to play to help NSW shift to a low carbon economy.
We are providing $305 million of grant funding to help these sectors significantly reduce their emissions and strengthen their resilience into the future.
This funding supports the key objectives under our high emitting industries (HEI) initiative.
HEI is a focus area of the Net Zero Industry and Innovation Program (NZIIP), a cornerstone of the Net Zero Plan Stage 1: 2020–2030. This is a key funding opportunity under our Net Zero Industry and Innovation Investment Plan 2022-2024.
Funding opportunity – available now
Are you a high emitting manufacturing or mining facility in NSW that emits more than 0.09 MtCO2e per year? We want to work with you to implement proven low emissions technologies and infrastructure.
Funding support is available to help you develop and deploy decarbonisation projects, from feasibility studies through to commissioning.
Pre deployment projects
We will fund eligible projects to accelerate strategic scope 1 emissions reduction opportunities, aligning with priority 2 in our investment plan. Types of projects may include:
- late-stage feasibility studies
- commercial trials
- business case development
- front-end engineering and design.
We prefer projects with higher levels of commercial maturity.
Deployment projects
We will fund eligible projects to implement decarbonisation opportunities at NSW manufacturing and mining facilities, with a focus on scope 1 emissions reduction. These projects need to be technically ready and commercially proven opportunities and align with priority 1 in our investment plan.
To be eligible for funding, you must contribute at least 50% of the eligible costs of the project. We prefer higher contributions.

Our application and assessment process for funding is non-competitive. Applications are in two stages.
Stage 1: Fast-track assessment – apply now
You can submit a short high-level application, outlining the key elements of your project for consideration by a technical review committee. We will provide feedback and discuss any additional project requirements you may need to progress to the next stage. Find out how to apply below.

Successful transformative industry projects
A total of $680,180 has been awarded to 3 of our state’s high emitting manufacturers. Orica, Tomago Aluminium and Manildra Group have received funding to study cutting edge clean technology to help reduce their emissions. This includes adopting green hydrogen in cement manufacturing and renewable energy in aluminium smelting.
These studies will enable the facilities to accelerate their decarbonisation opportunities into the future. They will also help to create an innovative and thriving low carbon economy for NSW.
Helping these facilities reduce their emissions is critical to reaching our legislated targets of 70 per cent emissions reduction by 2035 and net zero by 2050. This funding is part of the transformative industry projects stream, which aligns with priority 2 in our investment plan.
