This regulatory guide and map helps hydrogen users and producers understand their regulatory obligations throughout the hydrogen supply chain in NSW. We developed this guide in consultation with other NSW Government agencies and regulators.

Hydrogen guideline

The hydrogen guideline supports the implementation of the NSW Hydrogen Strategy. It provides information on the planning pathways available to support the development of a hydrogen industry in NSW. The guideline is published by the Department of Planning and Environment.

HyFAQ: Interactive hydrogen FAQ tool

HyFAQ is an interactive handbook to help you learn more about the role of hydrogen in Australia’s current and future energy mix. It includes information on hydrogen’s basic properties, uses and applications, safety and regulations and economic benefits. The tool has been developed by the CSIRO and Australian Hydrogen Council.

HyStandards

HyStandards provides industry, government and community a means of identifying relevant hydrogen standards through a visual representation of hydrogen facility scenarios. Users can click on parts of each scenario and see a list of the relevant standards, with a description of the scope and a link to purchase a copy of the standard. HyStandards has been developed by Standards Australia and CSIRO.

Infrastructure masterplan

In June 2024, Arup Australia authored the NSW Hydrogen Infrastructure Masterplan: Modelling Assessment Report. The report contains a range of findings, including infrastructure requirements to support a statewide approach to large-scale green hydrogen production, storage and distribution. Green ammonia market study

This study provides a snapshot of the international and domestic green ammonia market and insights into potential opportunities for NSW and Australia, including key markets and pricing factors. We developed the study in partnership with the Australian Hydrogen Council. It is based on information, modelling, and analysis provided by Worley Consulting. NSW Hydrogen Investment Prospectus

The NSW Hydrogen Investment Prospectus demonstrates why NSW is the premier destination for hydrogen investment. It outlines NSW’s unique strengths, which include a world-leading hydrogen strategy, a hydrogen market with the right growth conditions and well-established trading ports that allow opportunities to scale.

The Net Zero Plan Stage 1:2020-2030

The Net Zero Plan Stage 1: 2020-2030 is the foundation for NSW’s action on climate change to reach net zero emissions by 2050. The plan outlines our approach to protecting our future by growing the economy, creating jobs and reducing emissions over the next decade. It supports a range of initiatives targeting energy, electric vehicles, hydrogen, primary industries, technology, built environment, carbon financing and organic waste.

NSW Decarbonisation Innovation Study

The 2023 NSW Decarbonisation Innovation Study assesses the challenges and opportunities for meeting emissions targets and adapting to climate change, while generating economic development, prosperity and jobs growth in NSW. The study is published by the NSW Chief Scientist and Engineer and builds on the initial study conducted in 2020.

National Hydrogen Strategy

The 2024 National Hydrogen Strategy provides the framework to guide Australia’s production, use and export of hydrogen, with the aim of positioning Australia to become a global hydrogen leader. The new 2024 National Hydrogen Strategy represents a comprehensive formal review and update of the 2019 National Hydrogen Strategy. The new strategy focuses on accelerating clean hydrogen industry growth, which will be achieved through increasing global cost competitiveness by supporting industry development at scale.

Australian Renewable Energy Agency, Hydrogen

The Australian Renewable Energy Agency (ARENA) is at the forefront of hydrogen innovation in Australia. ARENA have supported green hydrogen projects from early-stage research to world-first commercial scale deployments with the aim of scaling up green hydrogen production, improving cost competitiveness of green hydrogen and building capability in Australia’s hydrogen sector. ARENA also administers the $4 billion Hydrogen Headstart initiative, a revenue support program to scale up green hydrogen in Australia.

CSIRO's HyResource

HyResource collates core information around projects, policies and key organisations involved in the research, development and deployment of clean hydrogen as a low-emissions energy source. HyResource is intended as a tool to help decision makers and stakeholders more broadly access core hydrogen-related information via an easy-to-navigate platform.

CSIRO's National Hydrogen Roadmap

The National Hydrogen Roadmap was launched in 2018. It provided a comprehensive strategy for turning the emerging technologies that underpin a hydrogen economy into bankable assets as a foundation for building an economically sustainable hydrogen industry in Australia.  Detailed techno-economic assessments informed the Roadmap for each application for hydrogen, broad stakeholder consultation and strategic analysis. The report has been used both nationally and internationally to inform investment across the value chain.
