To help accelerate the uptake of heat pump water heaters we’re making it more attractive to work with the scheme for the next 2 years
You can expand your customer pipeline and grow your business by becoming an Energy Savings Scheme installer – and you’ll give your customers discounts on the installation of heat pump water heaters.
The Energy Savings Scheme (the Scheme) heat pump hot water incentive is paid to installers who can pass on a discount to customers. Discounting the cost of installing a heat pump water heater will help customers save energy and reduce the cost of their energy bills.
Why you should become an installer with this Scheme
To help accelerate the uptake of heat pump water heaters, our Safeguard Acceleration Program is offering higher incentives to installers over the next 2 years.
Becoming a heat pump water heater installer with this Scheme will help you:
- offer attractive discounts to customers in your local area
- grow your business across NSW
- promote your business’ expertise in the energy efficiency and upgrade space
- install well-established and efficient brands
- receive referrals for new customers who want to access this offer.
How to provide incentive discounts to your customers
Follow these steps to become an installer with the Scheme and start providing discounts to your customers.
To offer your customers discounts in the Scheme you need to partner with an Accredited Certificate Provider (ACP). Accredited Certificate Providers manage the administration of the Scheme’s incentives on your behalf and provide training on Scheme requirements.
To take advantage of these increased incentives, contact one of the Accredited Certificate Providers listed below to discuss partnership opportunities.
EC Focus Ecovantage National Carbon Bank of Australia
When talking to an Accredited Certificate Provider they should explain to you:
- how the incentives work
- what discounts you can provide to your customers
- the evidence and compliance requirements of the Scheme
- which heat pump water heater models are eligible.
Once you have partnered with an Accredited Certificate Provider and have completed the required training you can include the discount in your quotes to customers.
Once you are set up to offer this incentive you can register to be listed on third-party comparison websites to help customers find you.
Energy Matters Solar Choice Solar Quotes
These websites are marketing and lead-generating businesses that can help you reach more customers who are comparing quotes from installers in their area.
Important information about third-party comparison websites
The listing of these comparison websites should not be considered as an endorsement of their services or a recommendation to use them. These third-party comparison websites can be used to help installers connect with customers and provide quotes. They may also provide support to customers throughout the quoting and installation process. When partnering with third-party comparison websites, remember to check if they are participating in this Scheme.
These comparison websites have been provided as an option for installers looking to increase their reach to prospective customers. These comparison websites may be listed for an undetermined period and we may remove them at any time.
Comparison websites will be used at your own risk. Installers pay a service fee for every lead they receive. It is optional for installers to sign up with a third-party comparison website. It is your responsibility to find the right comparison website that suits your business’ specific needs and circumstances. The NSW Government does not take responsibility for any interactions or outcomes experienced by using comparison websites.
We will be updating this list of comparison websites as more become available. For other comparison websites interested in being listed on this website please contact us by emailing [email protected]
Before you start the installation, your customer will need to nominate the Accredited Certificate Provider you are working with so the discount can be provided.
After installing the eligible heat pump water heater, you must collect the evidence requirements under this Scheme and submit the paperwork to your Accredited Certificate Provider. Your Accredited Certificate Provider will provide you with the approval that the job is complete, so they can generate the certificates for the work. The revenue from the sale of these certificates is paid to you.
It is a Scheme requirement to collect and provide evidence to your Accredited Certificate Provider for the upgrade to be eligible.

FAQs
- Installers complete eligible installations and provide the required documentation to Accredited Certificate Providers.

- The certificates are sold to parties obligated to offset their energy use.
- The Accredited Certificate Provider passes the dollar value of the sold certificates to the installer, which allows the installer to provide discounts to their customers.
For more information visit the IPART website.
The higher incentives will be available until 2027 or until the funding for these higher incentives is exhausted. After 2027, installers can continue to access incentives at the standard market value.
Accredited Certificate Providers manage the paperwork and eligibility requirements for the Scheme’s incentives on your behalf. Accredited Certificate Providers will provide the discount you’ll be able to offer your customers and discuss how the offer works with you.
The 3 Accredited Certificate Providers listed currently have contractual arrangements with the NSW Government through the Safeguard Acceleration Program to provide higher incentives to installers. As the market develops, more Accredited Certificate Providers may be included.
The value of the incentive depends on the heat pump model being installed and the certificate price an Accredited Certificate Provider has received to deliver installations in a specific region of NSW. Discuss the incentive with an Accredited Certificate Provider so you can agree to a contractual arrangement and how to pass on the discount to your customers.
Accredited Certificate Providers will train and help you collect the evidence required to access the incentives under the Scheme. Accredited Certificate Providers often have systems to streamline the process and make it easier for installers.
